The Scheme Turning Drip, Drip, Drip into a Marin Tax Tsunami

Citizen Initiatives Ensure Less Popular Tax Proposals Pass

A new tactic is reshaping how local taxes are passed. So-called “citizen initiatives” let more & bigger taxes pass, accelerating the tax tsunami.

WHAT IS A CITIZEN INITIATIVE?

A citizen initiative allows deep-pocket special interests to place a tax directly on the ballot by paying for the collection of signatures from registered voters. The name “Citizen Initiative” is misleading; it suggests grassroots action but huge special interests (including government agencies cloaked by proxy committees) hide behind this name to advance their own agendas. In reality, citizens are rarely able to use this expensive process to put proposals on the ballot.

In contrast to the citizen initiative loophole, public agency taxes reach voters through an open legislative process that includes public hearings, discussion and formal approval. Under California law, local governments are prohibited from imposing special taxes without two-thirds voter approval, while the approval threshold for so-called citizen initiative special taxes requires only a simple majority.

Citizen initiatives are legal loopholes that increase the communities tax burden.

Why do citizen initiatives require fewer yes votes?

New CA court rulings permit taxes placed on the ballot via citizens initiatives to pass with a simple majority rather than the usual 2/3 vote. A citizens initiative drops the bar to JUST a bare majority.

This loophole allows many more – and larger – taxes to pass with far less community consensus. New taxes are de facto permanent through distant sunset dates and voters’ willingness to extend existing taxes.

WHY THIS IS HAPPENING NOW

This tactic is relatively new. It exploded after a key court decision opened the door for taxes to be placed on the ballot through citizen initiatives rather than public agencies.

Once that loophole opened, the incentives changed. Instead of working to earn broad public support, tax proponents now:

  • Avoid the 2/3 requirement
  • Avoid public hearings and transparency
  • Avoid compromise
  • Seek bigger, longer taxes
  • Rely on paid petition circulators
  • Target just enough voters to pass the tax

The Result?

More taxes. Bigger taxes.
Less accountability.

A TAX TACTIC YOU DIDN’T KNOW ABOUT

HOW TAX INITIATIVES REALLY GET ON THE BALLOT

Despite the name, these are rarely genuine citizen-led efforts. Here’s how the process works:

  • Special interest groups fund the initiative
  • Professional petition circulators are hired
  • Circulators collect $15-$20, and sometimes even more, per valid signatures.
  • Signatures are gathered in public places
  • If signatures exceed 5% of registered voters, the tax goes on the ballot
  • And it needs only 50%+1 to pass

You won’t be told

VOTERS ARE NEVER TOLD THAT PETITION SIGNING LOWERS THE VOTE THRESHOLD TO 50%+1

THEY’RE NOT REQUIRED TO TELL YOU!

A Grossly Misleading Process

Paid petition circulators are motivated to say whatever it takes to get a signature.

Many signers:

  • Don’t know what they’re signing
  • Are misled about the tax’s purpose
  • Don’t know they’re putting a tax on the ballot
  • Don’t know they’re lowering the approval requirement

A real Marin example: For the MarinHealth tax measure in June 2026, paid signature gatherers told voters:
“Signing will keep the hospital from closing.”, “The ER could shut down.”, “The trauma center is at risk.”

None of those claims are true. The hospital is financially stable. The bond is for replacing, expanding and upgrading. Yet voters are misled by scare tactics and had no idea that signing helped lower the vote threshold.

This is why CST calls these stealth or sneaky taxes.

Buying Signatures

Paid signature gatherers only want one thing.

And you are the one that will pay.

This matters to Every Marin Resident

Do renters pay for property tax increases in Marin County? Yes. Higher property taxes raise operating costs for landlords, which are passed on through higher rents and reduced housing availability. Citizen initiatives are a key driver of Marin’s growing unaffordability.

They lead to:

  • More taxes on every ballot
  • Higher passage rates
  • Larger tax amounts
  • Permanent annual escalators
  • Less compromise

As more taxes pass, tax fatigue sets in. People can’t afford it all, so they start voting No on everything. That puts even necessary measures, like school funding to prevent teacher layoffs, at risk.

Affordability?

Renters do pay property taxes in marin County.

It’s time you connect the dots.

Death by 1,000 taxe$

Some Marin property owners already see dozens of separate line items on their tax bills. 2026 will add still more. Each one may seem small on its own.

Together, they:

  • Drive up housing costs
  • Push families, seniors out of Marin
  • Inflate rents
  • Make homeownership impossible for younger generations

And once passed, most of these taxes never go away.

Trapped for Life

Do you want to pay taxes that will never go away?

Now is the time to act.

A Transparency Problem

Citizen initiative tax measures often:

  • Are driven by special interests wanting a big pot of money for selected workers or pet projects.
  • Are developed behind close doors
  • Avoid public meetings
  • Have no accountable public agency sponsor
  • Are shielded from public records requests

For example, a countywide childcare tax initiative is currently being developed by unnamed special interests. There is no public agency sponsor. No public meetings. No transparency.

CST strongly defends an open, transparent public process and opposes taxes developed in the dark.

Renters Should Care Too

It’s easy to pass taxes with 50%+1 when many voters don’t directly pay the bill.

Renters don’t receive property tax statements. But these taxes increase rents, reduce housing supply, and lock renters out of long-term stability.

  • Inflate rents
  • Drive up housing costs
  • Make home ownership impossible
  • Push young people, families & elders out of Marin.

Housing unaffordability is not spontaneous. It is the cumulative result of years of layered taxes.

YOU’LL PAY TOO

Housing unaffordability is not an accident. Renters pay the price.

NOW YOU KNOW

Higher Taxes Isolate Seniors

Rising taxes don’t just strain fixed incomes. They quietly dismantle the social fabric on which seniors depend. As costs rise, longtime Marin residents are forced to leave. Friends retire and move away. Adult children who grew up here cannot afford to stay or return. Families scatter simply to get by. For seniors who remain, this creates isolation in old age.

  • Social circles shrink
  • Trusted neighbors disappear
  • Support systems built over decades erode

Seniors are often targeted in tax campaigns, with promises of higher property values or community benefits. Those promises no longer reflect reality. Rising taxes have increased unaffordability, accelerated outmigration, and disrupted neighborhood continuity.

The result is a quiet but devastating loss, not just of savings, but of connection, stability, and dignity in aging.
